Electrical Risks and Bucket Trucks
Many workers who are not trained linesmen routinely operate bucket trucks in the course of their work. They consist of men and women who hang and take down holiday and other festive lights and decorations, trim trees, paint and maintain other high structures. They frequently work close to utility lines and consequently they are exposed to the dangers of electrocution.
The safety suggestions outlined beneath are primarily for “non-electrical” bucket truck operators. Nonetheless, the general safety principles apply to all personnel who are likely to face electrical hazards, such as construction workers on scaffolds near electrical transmission wires, while at work. The suggestions consist of safety requirements established by various regulatory agencies such as OSHA and NIOSH.
* Always insulate nearby energy cables and use appropriately rated protective gear if your job entails electricity in any form such as putting up or taking down decorative lights.
* Insulated buckets help to protect you from electrocution. Nonetheless, you should constantly be on your guard to make sure that your gear can not accidently create any additional electrical paths to ground.
* Treat all utility wires as being live and don’t touch wires with bare hands.
* Examine insulation barriers and all gear for wetness, dirt, worn spots, cracks and other deterioration.
* Plan ahead and ask the utility business to shut down nearby energy lines or set up protective insulation for the duration of the time you will be working.
* As a general rule, keep a minimum distance of 10 feet between your self and all electrical wires.
* Always use non-conductive tools and personal protective gear that have the appropriate ratings for the task being performed.
* Always use insulated buckets when working around electrical wires.
OSHA safety guidelines state that for work around insulated electrical wires carrying less than 300 volts of electricity, the minimum distance workers need to maintain is 3 feet.
The 3 feet minimum distance requirement is an OSHA regulation and not the NIOSH recommendation. For wires carrying up to 50Kv, NIOSH recommends a minimum distance of 10 feet regardless of whether the circuit is insulated. For voltages over 50kv, NIOSH recommends 10 feet plus .4 inches for every 1000 volts over 50kv.
We would like to mention that the regulation on safety clearance between crane loads and electrical lines (CFR 1926.550(a)(15)(i)) specifies a minimum distance of at least 10 feet for lines that are rated less than 50kv. For additional regulations related to electrical safety , please refer to 29 CFR 1926.950(c)(1), 1926.451(f)(6), 926.550(a)(15), 1926.416(a)(1), and 1926.453(b)(3).
Given that most overhead power lines are not insulated, the best safety practice is to treat all power lines as live and never to get closer than 10 feet to any suspended electrical lines.
To prevent injuries and prevent equipment and property damage bucket truck training should be well rounded, and it should provide safety training for dealing with all the hazardous aspects of work.
